프로필
서울대학교 경영학과를 졸업하고 서울대학교 대학원에서 경영학석사 학위를, 미국 미시간주립대학교에서 미디어 (텔리커뮤니케이션) 전공으로 석사학위와 박사학위를 취득했다. 고려대 부임 전에 민·관·학 경력 (SK그룹, 서울특별시청, 한국정보통신대학교 IT경영학부)을 쌓았고 부임 후에는 고려대 도서관장, 한국미디어경영학회 회장, 한국정보사회학회 회장을 역임했다. 현재 ㈜ KT 독립이사 및 감사위원, ㈜ 스튜디오드래곤 독립이사, International Telecommunications Society (ITS) 이사를 맡고 있다. 고려대에서 석탑연구상을 9회, 석탑강의상을 14회 수상했고 제9회 교우회 학술상(인문사회부문)과 정부근정포장을 수상했다. 2022년에는 교육부 ‘학술·연구지원사업 우수성과 50선’에 선정되어 부총리 겸 교육부장관상을 수상했고 2023년에는 스마트미디어서비스 연구센터가 ICT인력양성사업 우수과제로 선정되어 과학기술정보통신부 장관상을 수상했다.
Seongcheol Kim received his BBA and MBA from Seoul National University in Korea and an MA in Telecommunication and PhD in Mass Media from Michigan State University in the U.S. From 1989 to early 2008, Dr. Kim has worked for SK Group, Seoul Metropolitan Government and Information and Communication University (currently KAIST). He is the former president of the Korean Association for Information Society (KAIS) and Korea Media Management Association (KMMA), and the former director of Korea University Library. He is now an outside director of KT and Studio Dragon Corp., and a board member of the International Telecommunications Society (ITS). He received the Order of Merit from the President of Korea in 2018. He also received the Seoktop Research Award of Korea University 9 times and the Seoktop Teaching Award of Korea University 14 times. He became the winner of the 2022 Academic Achievement Award presented by Korea University Alumni Association (KUAA). His research was selected as one of the Top 50 Research Achievements of National Research Foundation of Korea, so he received the Commendation from the Minister of Ministry of Education in 2022. He received the Commendation from the Minister of Ministry of Science and ICT in 2023 because the Smart Media Service Research Center was selected as top 3 research centers among 67 government-supported university research centers.

연구 분야
현재 스마트미디어 서비스 연구센터(과기부 ITRC 연구과제) 센터장, 지능정보기술과 사회문제 연구센터(연구재단 인문사회연구소 연구과제) 센터장, SCOPUS 등재 국제학술지 Digital Business 공동 편집위원장, SSCI 등재 국제학술지 Telecommunications Policy 부편집위원장으로 활동 중이다. 김성철 교수는 2000년부터 2024년까지 25년간 통신 및 ICT 정책 분야의 대표 학술지인 Telecommunications Policy(TP)에 27편의 논문을 게재하여 전 세계에서 TP에 논문을 가장 많이 발표한 저자로 인정받았다 (Zheng & Gao, 2026, p.5, Table 1, https://doi.org/10.1016/j.telpol.2026.103242).
Professor Kim is currently the director of the Center for ICT and Society and the director of the Smart Media Service Research Center. He is also the editor-in-chief of Digital Business journal (SCOPUS-indexed) and an associate editor of Telecommunications Policy (TP) journal (SSCI-indexed). He has published 27 articles in TP journal between 2000 and 2024, ranking him as the most productive author of the journal, which is a flagship publication in telecommunications and ICT policy (Zheng & Gao, 2026, p.5, Table 1, https://doi.org/10.1016/j.telpol.2026.103242).
